And as far as tensions, it sounds like it's simply healthy discussions of the dichotomies of conflicting concerns from intelligent, informed staff. I'm wondering if this was perhaps and intentional leak to let the American public see Bush weighing a number of perspectives... This is just an uneducated question, but regarding Ray’s comment:

You expect there to be tensions among the higher-ups, competing priorities, etc. You don't want to expose the substance of those tensions to the enemy and make them susceptible of manipulation.
