Is there anything in that article (as far as competing priorties/issues) that isn&#039;t easily observable?  And as far as tensions, it sounds like it&#039;s simply healthy discussions of the dichotomies of conflicting concerns from intelligent, informed staff. 

I&#039;m wondering if this was perhaps and intentional leak to let the American public see Bush weighing a number of perspectives...</description>

You expect there to be tensions among the higher-ups, competing priorities, etc. You don&#039;t want to expose the substance of those tensions to the enemy and make them susceptible of manipulation.</description>
