Is there no riparian treaty between Iran and Iraq regarding this, such as we have with Canada and Mexico for the Great Lakes and the Colorado and Rio Grande rivers respectively?
Not that Iran gives a flying f— about treaties, I should imagine.
How far would one have to go to see or define this as an act of war?
Do you think that Iran would have ever voluntarily talked to Saddam? At least on anything that didn’t involve inconveniencing the Great Satan?
I can see a need here for an ROV dambuster bomb… with a long delay fuse to allow the SEALs who emplace it time to get a long ways away.
Oh, and the design would have to be interesting in order to avoid releasing the water all at once – and thus flooding out those you are trying to help.

I think Global Hawk meets Mk-50 would be more like it. That shaped charge warhead would do a nice job on a dam.
