IMHO, Turbo screwed the proverbial pooch by not banging on the RADALT drum. In the 120 mishap, one of the LSOs saw what was happening and got six "CLIMB!" calls out on the radio before the plane hit the water - so whaterver the problem was, they had their hands pretty full.
